1.       Insurance Legacy Claims System Production Operations Migration (Allstate Insurance Company / Encompass Insurance Company, Northbrook, Illinois / Dallas, Texas) – As a member of the project management team, participated in the migration of a mission critical legacy claims processing system from the CNA Insurance Companies computing environment to that of Allstate Insurance Company.  This migration effort resulted from the Allstate acquisition of this CNA Insurance Company personal lines business unit.  The migration effort was a joint undertaking of Allstate, CNA and an offshore services organization responsible for maintaining the system subsequent to its migration to Allstate’s South West Data Center (SWDC) in Dallas Texas.

·        Coordinated the efforts of Allstate, CNA and offshore technologists in the preparation of a comprehensive and detailed systems migration project plan.

·        Designed, implemented and managed a structured process for the discovery and the transfer of knowledge from CNA to offshore staff technologists.

·        Prepared a comprehensive quality assurance testing plan for ensuring the functional and performance integrity of the migrated claims processing system.

2.       Business FAcility Relocation and Production Operations Migration (Encompass Insurance Company, Rancho Cordova, California) - Managed the relocation of regional headquarter business operations for this leading personal lines insurance company. 

·        Organized, coordinated and led a project team comprised of corporate and regional business operations coordinators, facility build out contractors, voice communications vendor, out-sourced relocation staff, photocopy and other business equipment vendors, and corporate IT department coordinators. 

·        Prepared the detailed relocation plan including a three month duration relocation process comprised of pre-requisite tasks, schedules, dependencies, participant responsibilities as well as the detailed weekend business operations cutover plan centered on an hour-by-hour task sequence and schedule.

5.       national Branch Banking Technology Infrastructure Rollout (ABN AMRO NA, Chicago, Illinois) - Managed the upgrading of a national branch banking computer infrastructure to a common client-server technology environment for the United States banking facilities of this worldwide banking enterprise. This effort included the replacement or upgrading of desktop computer, laptop computer, server, and printer hardware and software across 15 branch locations, the deployment of a standardized suite of business software applications certified to function within the upgraded desktop and LAN environment, and the upgrading of branch facilities to accommodate the upgraded infrastructure.

8.       Retail Buyers Category/Push Inventory Management System Implementation (American Drug Stores/Teradata Corporation, Oakbrook, Illinois/Dayton, Ohio) - Planned, organized, managed and participated in the design and implementation of national retail drug store chain product sales management and push inventory system utilizing Teradata database management technology.  Intended to be a world class merchandising decision support system, the Buyers Category Management System(BCMS) provided merchandise buyers with computer based information productivity tools which significantly assisted in the standardization of merchandising processes.  Based on point-of-sale store data, BCMS identifies out-of-stock and excess stock conditions for seasonal and promotional products.  BCMS provides graphical perspectives of product movement that assists merchandise buyers in making better decisions on the purchase and distribution of inventory to maximize retail sales.

·        Prepared a comprehensive push inventory design specification detailing inventory statistical models employed to replenish store product inventories based on historical sales activity.

·        Designed and developed a Buyers Category Management Desktop graphical interface providing daily product category sales activity across the national chain of retail drug stores.

9.       National Health Insurance Coverage Certification System Implementation ( National Association of Blue Cross Blue Shield Plans, Chicago, Illinois ) - Managed the design, implementation and coordination of software configuration management and distribution methods for a community of 100 mini-computers located remotely among Blue Cross and Blue Shield plans across the United States.  PLAN-NET was designed and implemented to centrally verify policyholder benefits for subscribers seeking out-of-state health care services.  Integral to the continued viability of PLAN-NET, the PLAN-NET Configuration Management System provided the means to manage the physical inventory of over 5000 individual operating and application software modules as well as provided for timely, secure and audited electronic distribution and remote installation of software module revisions.

·        Prepared detail design of physical inventory to include methods for versioning and retention of software components.

·        Prepared detailed design for identifying and centrally maintaining virtual inventory of remote computer software environments.

10.   HMO Premium Billing System Implementation ( InterGroup HMO, Chicago, Illinois ) - Managed the implementation and the initial production operations of a health maintenance organization membership billing and information management system integral to controlling the high cost of medical services.  Based on Digital Equipment Corporation DEC10 and SYSTEM1022 database management and BASIC language technology, the system provided online management of membership information, member billing and provider payments.  Importantly, the system incorporated automated methods for retro-active adjustments to membership billing and capitation.  The implementation included methods for DEC10 production process scheduling and process control, billing and payment audit and control, historical membership information management including data backup and recovery, membership query management and reporting.

11.   Personal Lines Insurance Rating/Policy Administration System Integration (CNA Insurance Companies, Chicago, Illinois) - Managed the implementation of an electronic interface between LAN based personal lines rating systems and mainframe policy management systems ( PMSC Policy Management System ).  The Universal Security Product (USP) Bridge eliminated the double manual entry of new business, renewal business, and policy endorsement rating data thus providing the benefits of improved data entry accuracy, reduction of batch transaction processing production errors, minimization of policy issuance turn-around, and heightened agency and policyholder satisfaction.  Based on 3270 emulation, the USP Bridge provided for the retention of policy rating data produced among a community of rating workstations, the organized FIFO ( first-in-first-out ) distribution of such policy rating data to a community of one hundred 3270 CICS policy administration workstations, and the automated EEHLLAPI(Entry Emulator High Level Language Application Program Interface) applying of such data to appropriate CICS data entry screens.

·        Prepared the detailed technical requirements and design specifications for the organized retrieval and distribution of policy rating data to policy administration workstation work-in-process queues.

·        Prepared the detailed design specification for the mapping of application of policy rating data to a suite of policy administration CICS data entry screens.

·        Programmed, tested and quality assured the suite of EEHLLAPI based software modules responsible for applying policy rating data to appropriate CICS screens.

13.   Insurance Agency Automation (CNA Insurance Companies, Chicago, Illinois) - Managed the implementation of an insurance agency sales and client information management system including the design, programming, testing and documentation for this major multi-line insurance carrier.  The personal computer based software system was targeted at a community of 3,000 independent (non captive) insurance agencies across the United States.  The software product was integral to maintaining the continued commitment of this major insurance carrier to the independent insurance agent community.  Designated CLASS with STYLE ( CNA Life Agency Sales System with Sales Techniques You’ll Love Employing ), this personal computer based application system provided insurance agents the ability to take advantage of sales opportunities by providing a cost effective means of matching agency client needs with selected CNA products and thereby maximizing productivity and increasing profit margins.  CLASS with Style capabilities included client and prospect data management and profiling, list processing and report writing, word processing including mail merge, forms, letter and envelope printing, life proposal illustrations, personal lines rating, commercial and personal lines proposals as well as a telecommunications interface to CNA.  Through periodic STYLE sales scenarios distributed by CNA, agents could fine tune target marketing techniques, increase cross-selling and retention abilities.

·        Provided day-to-day direction, evaluation and leadership of a team of twenty internal and contract programmers.

14.   Network Management Software Installation (Computer Sciences Corporation/CNA Insurance Companies, Chicago, Illinois) - Managed the deployment of the Hewlett-Packard OpenView network management software system to monitor the performance and capacity of a mission critical community of networked devices including Unix, Netware and NT servers, routers and hubs.  The OpenView product provides detection services for SNMP traps originating from among the community of OpenView agents and other software products (devices such as ARCserve, InocuLAN and Compaq Insight Manager) functioning on these devices.  These traps were targeted to an Enterprise Management Center (EMC) as alarms requiring monitoring, tracking, escalation and resolution by EMC staff.  Furthermore, the gathering of real-time performance and capacity data from the agents provided early detection and prevention of capacity and performance problems.  The OpenView historical database of monitored device information greatly facilitated performance and capacity planning necessary to ensure adequate resources to satisfy user community business computing needs.

His career experiences include Computer Sciences Corporation (CSC) of El Segundo, California, a leading provider of large-scale contract software development, facilities management and remote computer services to both government and commercial sectors.   Mr. Flammang held various positions at CSC, including Customer Systems Representative, Manager of Customer Support, and Branch Sales Manager.  As the Midwest Region Manager of Professional Services, Mr. Flammang contributed to the formation and development of a contract software development organization for Computer Sciences’ Information Network Division (InfoNet) that provided remote computer timesharing services to government and business communities.  Mr. Flammang received several national recognition awards from CSC for his technical and managerial accomplishments.

As the Midwest Region Manager of Contract Development Services for Digital Equipment Corporation of Maynard, Massachusetts, Mr. Flammang contributed to the establishment of a national contract systems development organization targeting Digital Equipment Corporation clients.  Mr. Flammang developed the organization plan, marketing strategies and materials, organized and managed a team of highly skilled software developers and project managers for the Midwest Region of Digital Equipment Corporation.  As the manager of the Midwest Contract Development Services operation, Mr. Flammang coordinated the efforts of a regional sales force of over 200 sales representatives in marketing and selling contract services throughout the Midwest United States.

Mr. Flammang established his management consulting practice in 1979 when he founded Cynosure Systems, Inc. of Chicago, Illinois.  Cynosure Systems, Inc. provided software development and project management services to the healthcare and insurance industries.  Mr. Flammang developed and managed an employee consulting staff focused on implementation and support of large-scale technology solutions including health insurance national subscriber certification, HMO membership, and insurance broker/agency software systems.

In 1982, Mr. Flammang founded Nuco Systems, Inc. of Oakbrook, Illinois through acquisition of the data processing service center of a financially distressed insurance carrier providing group auto policy management services to the property casualty insurance industry.  As a member of the Nuco Systems, Inc. Board of Directors, Mr. Flammang developed financial, marketing and sales strategies and established a consulting practice to augment processing services.  In 1984, Mr. Flammang, organized and led the management buy-out of his investment partners’ equity position in Nuco Systems, Inc.

In 1984, Mr. Flammang founded Amerisoft, Inc. to focus his project management skills on the emerging personal computer, networking, and client-server technologies. Amerisoft, Inc. is a management consulting firm specializing in project management and client-server oriented business application development.  In addition, Amerisoft, Inc. provides technical publishing services that encompass design, production, editing and proofreading of books, newsletters, magazines, brochures, commercial advertising and business directories.

In 2001, Mr. Flammang established CarAudit Corporation, a startup business venture providing Internet based used vehicle inspection, evaluation and rating services through affiliated automobile service centers.  These evaluations and ratings facilitate the purchasing of used cars via the Internet and augment the online sale of used vehicles by CarAudit subscriber Internet sites.  As a principal and Chief Technology Officer of CarAudit Corporation, Mr. Flammang managed the development of CarAudit WEB based systems including design, programming, installation as well as on-going system maintenance. In the fall of 2002, CarAudit Corporation was acquired by a major international tire manufacturer intending to provide CarAudit evaluation services across its community of 2500 United States vehicle service centers.
